By car
Siena has an useful ring road that allows reaching any place f the city.
For the nearest car parks to Palazzo Del Testa you have to exit at Siena North (Siena Nord) and follow the road signs to the Centre (Centro) and to the Stadium (Stadio) where there is a big car park.
You can also go to the near car parks located around the walls of the Fortezza Medicea.
From these car parks you have to reach Piazza Matteotti and enter in Via Banchi di Sopra trough Via Pianigiani.

(crossing time 10 minutes).
Note that on Wednesday take place around the Fortezza Medicea walls, the weekly market, so is better to avoid the previous car parks and use the one of Porta Ovile. From the ring road exit at Siena South or Siena North (Siena Sud or Siena Nord) and follow the signs to Porta Ovile.
There use the sliding stairs to reach Piazza San Francesco, cross Via dei Rossi and enter in Via Banchi di Sopra and turn left, Palazzo Del Testa is placed in Via dei Pontani N.3, between the civic numbers 47 / 49 of Via Banchi di Sopra (crossing time from the car park 20 minutes).
You can also use the following car parks:Fontebranda (from the ring road exit at Siena North (Siena Nord) then follow the signs to Pescaia and Fontebranda.
Go up in Via di S. Caterina and cross into Vicolo della Rosa, turn left in Via dei Termini then turn on the right in Via dei Pontani where is located Palazzo Del Testa.
Piazza il Campo (from the ring road exit at Siena South (Siena Sud) then follow the signs to Porta Tufi).
From the car park you can reach Piazza del Campo in 15 minutes and from there you can easily reach Via Banchi di Sopra.

Porta Romana (from the ring road exit at Siena South (Siena Sud) then follow the signs to Porta Romana).
Park your car in Via E. S. Piccolomini and catch the small electric bus line N, leave at Logge del Papa, cross in the north side Via Banchi di Sotto and turn right in Via Banchi di Sopra.

By Train
To reach Palazzo Del Testa you can catch in front of the station, the bus n. 10 (times from 6:19-21:19; 7:29-20:49) and stop at Piazza Gramsci.
From there you can easily reach Via dei Pontani: through Via Malavolti, on the south side, enter in Piazza Matteotti and cross Via Pianigiani and Via Banchi di Sopra, the entrance of Palazzo Del Testa is placed in Via dei Pontani N.3, between the civic numbers 47 / 49 of Via Banchi di Sopra (crossing time 5 minutes).
You can also use the small bus N. 7, stop at Piazza del Sale turn left in Via Garibaldi, turn left in Via Montanini and going straight on in Via Banchi di Sopra. The entrance of Palazzo Del Testa is placed in Via dei Pontani N.3, between the civic numbers 47 / 49 of Via Banchi di Sopra (crossing time 7 minutes).

Bus station of the Companies Sita, Train, Saena from/to Florence, Rome and Milan located in Piazza Gramsci is near to Via dei Pontani.
